MPLAD Scheme and ways to curb corruption

   The success of each scheme or policy of the government depends on its effective implementation and delivery of the intended needs. Corruption in the implementation will erode the basic objective which should be eliminated to reap the benefits of the scheme.
MPLAD scheme-
         It was introduced in 1993 to enable the legislators to execute works of local nature to meet the urgent needs of the constituency.
Benefits of the scheme-
1.Participative democracy- It will give a chance to the MPs to take part in the planning of their representative constituencies, to know about the needs of the local area and make recommendations on required  works to be taken for the development of the people and area.
2. Locally felt needs can be met- Funds can be utilised for meeting  the urgent requirements representing large sections of the poor - basic education, electricity, connectivity etc
3. Durable assets- The funds will help in the creation of durable assets which serve the needs of the people for long time like roads, tanks, school building etc
4. Quick implementation of works- as the works are recommended by MP and he will have regular monitoring on it which will reduce the red tapesim 
5.Coordination between centre and local bodies on planning and implementation of works.
Drawbacks of the scheme-
1.Mismanagement and misuse of funds
2. there is no proper accounting system leading to non maintenance of proper accounts and lack of accountability to government.
3. Lot of money unspent with implementing agencies
4. Faiure in the submission of Utilisation certificates for the completed works.
5. Some district heads spent money without the recommendation of concerned MP.
6. Taking up of works not permitted under the scheme.
7. In some cases works which serves the needs of small section of people who are closer to MPs were taken up instead of locally felt needs.
8. No proper evaluation of the works done.
Need for continuation of the scheme-
                The objective behind the introduction of the scheme and the provisions of the scheme are meant for the good purpose of development of local areas and creation of needy and durable assets in those areas leading to the upliftment of the people. But the problem lies in the actual implementation of the scheme. Corruption in the implementation is impeding its objective. The scheme that provides  feasible means for ground level development shouldnot be scrapped over all. Factors that led to the ineffecient utilisation and those which can improve its effectiveness should be identified and added upon
Suggestions for effective utilisation of scheme-
- Involvement of local bodies in planning of the works.
- Accountability of the scheme- Making the concerned authorities responsible for its ineffective implementation.
- Social audit- to ensure transparency of the funds spent
- Submission of the detailed accounts of work done to the parliament
- Devolution of powers to the local bodies to look after the implementation of the sanctioned works.
                    Corruption that led to ineffectiveness of any scheme has to be eliminated instead of elimination of the entire scheme for the people to have faith in politicians and democracy.
